Q: Who can sign or validate my student’s diagnosis documentation?
A: When submitting diagnosis documentation for Unique Abilities (FES-UA) eligibility, it must be signed by one of the following licensed professionals:
- A Florida-licensed physician or a physician licensed in another U.S. state or territory
- A Florida-licensed physician assistant (PA) who is legally authorized to sign or certify documentation on behalf of a Florida-licensed physician
- A Florida-licensed Autonomous Advanced Practice Registered Nurse (APRN)
- A Florida-licensed psychologist
Q: What’s changed with this policy?
A: Diagnosis documentation can now be signed by a qualified physician assistant on behalf of a physician. This update provides families with more flexibility when obtaining documentation.
Q: My application is on hold because my documentation was signed by a physician assistant. What should I do?
A: You may now be able to move forward under the updated policy.
- If your application is on hold, please re-upload your diagnosis documentation in EMA.
Important: Applications on hold will not be automatically re-reviewed. You must re-upload the documentation for it to be reviewed under the updated guidelines.

A: You can upload your updated diagnosis documentation directly in your student’s application through EMA.
