Contracted Public Schools Choices for Scholarship Families

Scholarship families can access contracted services from participating public school districts and charter schools directly from their EMA account using their ESA funds, avoiding out-of-pocket costs and reimbursement.
For Families: It provides the flexibility to combine a Step Up scholarship with specialized public school resources.
For Public Schools: Participation is optional and provides a new way to serve students in your community and beyond.
It is important to note that a student receiving these contracted services is not considered enrolled in the public school for scholarship eligibility purposes.

Partnering with Step Up For Students enables your district or charter school to expand opportunities for students by offering courses, tutoring, therapy, assessments and other approved services, while receiving direct payment.
This partnership also provides an opportunity to support scholarship families in your local community and beyond, while showcasing your unique programs and expertise to a broader audience.

Two Steps to Becoming A Contracted Provider
Create Your Business Account: Begin by viewing the 2025–2026 EMA Account Set-Up for Public School Providers.
Submit Required Documentation: You will need to provide the following items to complete the online application:
- W-9
- EIN
- Bank account details for payment
- A description of the service(s) you will render

For Scholarship Families
How It Works:
You can use your scholarship dollars from the PEP, Private School and Unique Abilities programs to pay for part-time services offered by participating public school districts and charter schools. This gives you the flexibility to combine the benefits of your scholarship with helpful public school resources. Services may include courses, tutoring, therapy, assessments and more.
Find Services in Participating Counties
If your desired public school district or charter isn’t yet participating: This program is new and growing. If you don't see a certain district, use our Sample Email or your own to contact that district or charter school and express your interest.
